Job Description/Summary:

Perform aerospace engineering/avionics specialist field services for HC-130J SACU modified aircraft. The SACU Program provides the HC-130J fleet with enhanced situational awareness capabilities to meet mission requirements. The SACU program was initiated to convert the Combat King II temporary modification to a permanent modification. In addition, the SACU modification includes a Video Data Link (VDL) and Special Communications Radios (SCR) radio modification.

This is a Contingent Position pending Contract Award. 


  • Provide engineering/avionics support for SACU modifications and services for upgrades and integration of block cycle updates.
  • Maintain configuration control of SACU equipment and equipment control logs for all SACU equipment in Squadron Ops Center, Deployed Tactical Operations Center (TOC) and aircraft by serial number and location.
  • Provide informal familiarization training for aircrew and aircraft maintenance personnel as requested.
  • Perform field level diagnostics, remove and replace SACU equipment, and/or repair of wiring as necessary to return aircraft to operational ready status.
  • Update/load new software versions for all SACU systems and computers to maintain latest configuration.
  • Perform preflight operational systems checks and support all launch and recovery operations.
  • Handle cryptographic keying materials (KeyMat), load KeyMat for systems components as required and ensure proper codes are available for missions. Assist with control, destruction of outdated materials and security of KeyMat.
  • Analyze and recommend solutions to reliability and maintainability problems SACU components and subcomponents of SACU modifications.
  • Provide direct interface with Weapons and Tactics, Planning and Intelligence Sections in the development of mission requests, tasking, planning, and execution services for home station Operational Readiness Exercises and Inspections, local and major exercises, spin-up training, contingency deployments, humanitarian events and all other areas of PR missions.
  • Ensure Common Operating Picture data feeds are properly functioning and displayed (e.g. FalconView [FVW] and Google Earth Enterprise Client [GE/EC]).
  • Maintain BFSA devices and links to the Intelligence Broadcast System, establish interface of HPW network to Personnel Recovery Command (PRC) network, and other control entities, configure gateway interfaces for Data Link networks and assist as necessary in establishing SACU system connectivity to chat networks required for mission.
  • Prepare all SACU equipment for deployment packages, ensure all equipment is functioning and up to date, maintain equipment at deployed location, and reconfigure equipment upon return.
  • The contractor shall maintain configuration currency when at home station, work with Intel personnel for correct configurations to properly update threat files, Electronic Order of Battle (EOB) data, MTX configuration, CI information, IBSSO, JICO and OPTASKLINK configurations on aircraft systems and import data for integration to Link networks for local flying and for contingency operations in various AOR.

Required Education/Training/Experience:

  • Minimum of ten (10) years of experience as a ground communications or aircraft avionics technician including knowledge of Line of Sight (LOS)/Beyond Line of Sight (BLOS) Voice Communications systems and SATCOM data transmission waveforms, LOS/BLOS data link systems and radio interoperability networks.
  • Minimum of five (5) years of experience with Blue Force Situational Awareness (BFSA) devices, Common Operating Picture (COP), Intelligence broadcast systems, Cryptographic devices and system loading, Portable Flight Planning System (PFPS), Joint Mission Planning Systems (JMPS) or other flight planning systems/products.
  • Completion of the Digital Dagger's SAMS-ESA training courses conducted at Hurlburt Field, FL or familiarization training on SAMS-ESA software or equivalent on-the-job training.
  • Must be able to lift 75 lbs.
  • Shall remain worldwide deployable and shall be required to successfully complete medical screening for deployment to operational theaters.
  • Must possess a valid United States driver's license and passport.
  • Shall have a minimum of an active SECRET clearance within 30 days of task order award and be subject to a government security investigation and must meet eligibility requirements, including U.S. Citizenship, for access to classified information and Communications Security (COMSEC) material.
